Right to Breaks Consultation 2026

Overview

This survey has been created to collect key points for inclusion into the Carers Programme Board consultation response from different operational and strategic perspectives on questions provided for consultation by Scottish Government on the Right to Breaks under the Care Reform (Scotland) Act 2025.

All Carers Programme Board members have been invited to a session to explore this further on 13 May 2026. This survey will be used to gather initial thoughts to guide the discussion and for those who are unable to attend on that day to share their views.

Key topics are:

The definition of the term “sufficient breaks”
Types of breaks that should be in scope
Timescales for preparing Adult Carer Support Plans (ACSPs) and Young Carers Statements (YCS’)
Transitional arrangements from the current way of working to the new right to breaks

Why your views matter

Your responses will assist the Strategic Planning and Commissioning Officer for Carers to collate a consultation response on behalf of the Carers Programme Board (East Lothian Health and Social Care Partnership).
