Cockenzie Technical Appraisal
Overview
The Council has commissioned consultants Stantec to undertake an appraisal of the former Cockenzie Power Station site and advise the Council as landowner as to how the site could be physically developed for economic uses.
As there have been developments that have been planned and started construction since the site was purchased in 2018, there was a need for a specialist consultancy to advise the Council on:
- which remaining parts of the site were suitable for development;
- how they could be developed – access points, development levels, layouts, sizes of buildings that could be accommodated, utilities, drainage, etc; and
- how the green parts of the site could be enhanced – biodiversity, paths, public spaces, etc.
In late 2024 Consultants Stantec completed a draft Technical Appraisal, which was presented to Council in October, who approved that local communities should be asked for feedback on its content. A workshop was held with community representatives from Cockenzie, Prestonpans and Port Seton in November and visits made to Community Councils. Feedback from those has informed a few changes to the appraisal and we are now looking for feedback from the wider community.

Why your views matter
Whilst this is advice to East Lothian Council as owner of the site and not a Council policy or strategy, it will be used to inform futuire marketing of the site, development strategies and the next Local Development Plan.
Your views and comments are welcomed to help us gain a further understanding of the key issues to be addressed as part of any future proposals and plans for the site.

Council staff and consultants Stantec (who produced the appraisal) will be available to answer any questions or take any feedback on. Feedback forms will also be available.
