We asked for your views on the draft Town Centre Strategies for Musselburgh, Tranent, Prestonpans, Haddington, North Berwick and Dunbar. These will become Supplementary Guidance to the East Lothian Local Plan.

You said

The majority of respondents agreed with the proposed actions and aims of the strategies. A number of proposed changes were put forward to make the strategies better. Over 65% of people said they wanted a Vision for each town centre.

We did

Based on the feedback received, a Vision was introduced for each Town Centre and a number of changes were made to the Town Centre Strategies.  These can be viewed in the report submitted to East Lothian Council on 26th February 2019.

Overview

The East Lothian Local Development Plan 2018 (ELLDP) has been adopted by the Council and replaces the East Lothian Local Plan 2008 with regards all planning matters in the area.  The ELLDP 2018 comprises a development strategy for the future development of East Lothian to 2024 and beyond, a detailed policy framework for guiding development, and proposals maps. It sets out where new development should and should not occur, including new housing, education, economic and retail development, new transport links, and other infrastructure. It sets out the detailed policies used to determine planning applications.

Supplementary Guidance expands upon existing policies and proposals and is used to support the content of the Local Development Plan 2018. It is particularly important when extensive detail is required for a specific area.  This allows the Local Development Plan 2018 to focus on the overall spatial strategy and the key policies and proposals.  Supplementary Guidance is subject to extensive consultation and formal adoption procedures which allows it to form part of the Local Development Plan 2018 with greater weight than previously.

This consultation is on the proposed East Lothian Town Centre Strategies Supplementary Guidance (SG) 2018, part of a range of documents that will (if approved) support the ELLDP 2018 during its operation (see relevant document links below). The proposed Town Centre Strategies have been prepared for the 6 main settlement in East Lothian: Musselburgh, Tranent, Prestonpans, Haddington North Berwick and Dunbar, and will help to guide development in those areas that supports their vibrancy, vitality and viability.

N.B. Please note that since the version of Town Centre Strategies Supplementary Guidance approved by East Lothian Council on 30th October 2018 for consultation, there have been some errors noted in that approved version. Therefore a Town Centre Strategies Supplementary Guidance error corrections document has been made available for comment. The error corrections include text at paragraph 2.1 and North Berwick SWOT analysis. The error corrections do not materially change the Town Centre Strategies approved by the Council.
