East Lothian Proposed Local Development Plan

Overview

Having had regard to the submissions received on the Main Issues Report (consulted on from 17 November 2014 to 8 February 2015), the planning authority has prepared and published a proposed Local Development Plan under Section 18 of the Planning etc (Scotland) Act 2006.

The proposed East Lothian Local Development Plan (LDP) is the Council’s settled view as to what the final adopted content of the plan should be. The proposed plan comprises a development strategy for the future development of East Lothian to 2024 and beyond, a detailed policy framework for guiding development and proposals maps. It sets out where new development should and should not occur, including new housing, education, economic and retail development, new transport links, and other infrastructure. The plan is supported by an Action Programme published in draft form for comments. The LDP is accompanied by other planning guidance on specific planning matters, which are also published in draft form.

The Council has also prepared a draft Environmental Report which considers the likely significant environmental effects of the proposed local development plan.

The proposed local development plan is published for representation from 19 September 2016 to 7 November 2016.

The online consultation hub will close automatically at 23.59 on Sunday 6th November 2016. If you are unable to respond in this way you may email or write to the other relevant addresses (see Council website). Hard copy responses will be accepted until 5pm on Monday the 7th November 2016.

Following the representations period, the Council may choose to modify the plan. If there are any unresolved representations the proposed plan will be submitted to the Scottish Ministers and all unresolved issues will be the subject of an examination by a Reporter appointed by Scottish Ministers. 

You may inspect the proposed plan and  documents that support the plan, free of charge, at the following locations: during office hours, at the office of the planning authority, Policy and Projects, Development, Partnerships and Services for Communities, East Lothian Council, John Muir House, Haddington EH41 3HA; on the East Lothian website, or at the local libraries within East Lothian.

Any person who may be affected by the proposed plan may make a representation to the planning authority and/or express an opinion on the revised environmental report, draft action programme and any other consultation documentation listed in the related information section below.

Representations to the plan and submitter details must be public and must be made in writing giving the submitter’s name, clearly stating the issues wished to be considered. Name and contact details of submitters are required for Council to consider representations and to notify such persons of the opportunity to attend any public hearings held to consider representations to the plan otherwise the representation cannot be accepted. In accordance with the Town and Country Planning (Scotland) Act 1997 (as amended by Planning etc. (Scotland) Act 2006), Council must make available for inspection a copy of any representations made. Representations should be no more than 2000 words plus any limited supporting materials.

Please note that there may be no further opportunity to expand on representations to the plan later in the process.
